New Winds is a Low Income Housing Tax Credit and HOME funded,
18 unit "smoke free" apartment community located at 750 Laurel St. Florence, Oregon 97439, and is managed by The Neel Management Team, Inc.
It is The Neel Management Team's mission and policy to provide equal housing opportunity for prospective applicants regardless of race,
color, religion, sex, handicap, familial status, sexual orientation or national origin. All persons interested in renting an apartment at
New Winds must complete and submit an application in order to be considered for tenancy.
New Winds is a supportive housing development designed to
house persons with a primary diagnosis of serious and persistent mental illness. Individuals with secondary physical, developmental and/or
cognitive disabilities or substance abuse issues in addition to severe and persistent mental illness will also be welcome as tenants in this
supportive community. Supportive resident services will include case management, crises services and community support. Options Counseling
Services and Peace Health Counseling Services will provide many of the support services offered at New Winds.
To be eligible for occupancy, applicants must have a gross annual income that
does not exceed the income limits listed below. Applicants for tenancy must be able to demonstrate the ability to pay monthly utilities and
other necessary living expenses.
